TMR Update – January 2020
Happy New Year! We hope that everyone had a restful break spent with friends and family ready for a big year in TMR. Following on from our update in December 2019 you can read the latest updates in TMR below.
CSC, TI and SNO Surveys – Have your say today!
CSC, TI and SNO delegates attended a TMR planning day on 3 December 2019 to prepare and plan for the reviews. From here, your delegates developed a survey for all members to complete that will form our submissions for the reviews. These surveys will be open until 31 January 2020. Where is our EB up to now?
Drafting of your TMR agreement is continuing and we are hopeful this process will be completed early this year. The Department came back to us on 13 January 2020 and have confirmed that they’re still waiting on CBRC approval before it goes to ballot. We will continue to work with Human Resources to make sure that the draft reflects the important wins you had as union members.
Once the agreement is fully 'drafted' (written up) it will be distributed to you as union members.
While union members have already voted on the offer there will also need to be an all-staff ballot on the fully-drafted agreement before it can be 'certified' by the Industrial Relations Commission. You get to vote again! Your 2.5% back-pay from 1 July 2019 will come through once this certification has been finalised.
For the all-staff TMR ballot you should remind your colleagues, who may not be union members, that these improved conditions, the one-off payment of $1250 and the 2.5% back-pay would not have happened without union members like you and they should join you to make sure they are up to date and part of these exciting changes.
When will I see my $1250 payment?
We have been lobbying government to pay the $1250 one-off payment (pro-rata for part-time staff) before certification of the agreement.
We have been following up with government decision makers and we understand that the Minister supports this; however there are other approvals to receive.
We understand that if you are on leave (even unpaid leave) – you will be paid the one-off payment.
The one-off payment is part of your salary and will be paid in one of your normal fortnightly pays. The payment is taxed; tax treatment will vary based on your income (if you have other salary sacrificing arrangements or a HECS/HELP debt for example). We did ask if the payment could be paid separate to a scheduled pay run but that is not possible.
CSC Uniform Policy Review – Where are we at?
Union members in Customer Service Centres won two reviews through last year’s round of bargaining, the CSC Review and the Uniform Policy Review. The Uniform Policy Review will be conducted once the CSC Review has been finalised – leaving an interim period around uniforms in CSCs.
In the offer that members voted up it provided that "…in the interim, prior to the finalisation of the uniform review, the department commits to provide an independent assessor to consider any individual concerns.” (see that offer here:). The role of the independent assessor will be to assess individual concerns raised by an employee where they can demonstrate that they have raised an issue with their current manager at a local level and that the current Uniform Policy, or the recommendations/outcomes of the Uniform Policy Review process have not been followed.
As of 15 January 2020, the interim independent assessor is Elle Ackland, Director of Employee Relations. To get in touch, the TMR Employee Relations team have informed us that an email should be sent to email@example.com. It is important that the subject line is listed as "Uniform" which will distinguish these emails from other emails sent to the employee relations inbox.
