Update Payroll Staff Proposal

Clause Three -Progression from Payroll Officer 2 (AO3) to Senior Payroll Specialist (AO4)

Your elected Working Group Delegates met with Qhealth Management in the16 and 17 April to finalise the Progression from Payroll Officer 2 (AO3) to Senior Payroll Specialist (AO4).

Phil James is the Project Manager appointed by the Director of Payroll to manage this process. Phil is a from the Capability Unit in Corporate Office. Prior to this he was the Training and Development Coordinator in the Gold Coast Health Service District. Before joining Qhealth he  worked for a Registered Training Organisation as an instructor. So he is not only qualified for the task he is also independent from payroll.

Your delegates have made fantastic progress during the past 2 days. We expect a final document to  your delegates by the end of next week. This document will also include a timeline for the process.

Your delegates and Qhealth Management have achieved some fantastic  outcomes. The delegates were impressed that Qhealth was taking this process seriously,  so much so that the Director of Payroll gave up 1 and ½ days to attend and participate in the workshop.

So what have we achieved:

  1. The Senior Payroll Specialist position will answer to the Team Leaders.
  2. With this now agreed to Qhealth will now move forward to have the Team Leader and above positions sent to be evaluated by SSA and then Mercer.
  3. The application process has been simplified.
  4. Qhealth has agreed to have a separate document which will outline examples of evidence.
  5. Qhealth will also supply a sample application for members as an model to work from.
  6. It has been agreed that one document could be used for several elements and this will be shown in the sample application.
  7. Qhealth have agreed to remove  "Know it" from the criteria as we had received a lot of negative feedback around this function.
  8. You will be able to use your certification of attendance at training as evidence.
  9. BOU Officers can supply you with a list of training that you have attended.
  10. On Line Assessment

Qhealth has agreed that members can CHOOSE if they wish to do on line assessment for 3 Elements.

These elements are:

Element Two     Competency in Using Systems
Element Three  Understanding of the Industrial Instruments
Element Four     Payroll and Establishment Business Processes

Qhealth have agreed that the percentage to show you are competent has been reduced from  95% to 80%.

You will be able to take the assessment twice if needed.

The assessment will be 15 questions per element.

There is a bank of questions and members will receive a random selection of questions.

Qhealth showed delegates a sample of questions (4).

Qhealth has agreed that one of the Elected Working Group Delegates (who is above AO4) will evaluate the questions for suitability.

The assessment will be open book so you will be able to look items up.

You will be given a certificate showing you are competent that can then be submitted as your evidence for these 3 elements.

  1. If you choose you can supply evidence of these elements instead of taking the assessment.
  2. The Panel to assess the applications will be made up of 5 People.
  3. The Panel would consist of Phil James and a representative of the Director of Payroll and 3 content matter experts.
  4. One of the 3 content matter experts will be a member of the elected Payroll Working Group.

This has been a really great achievement and I want to congratulate your Payroll Working Group for their time and effort on behalf of all payroll members. We believe this process will have more than 250 AO3's able to apply for progression to the Senior Payroll Specialist with many more in the future.

Clause Five - AO2 to AO3

The proposal presented by Qhealth around this item was based on a special increment. We advised that this was not correct and they are now seeking clarification from the DDG. We believe the clause is very clear - Once you reach the top of AO2.8 if you have completed training in interaction with clients and client entitlements and you agree to work to the Payroll Officer 2 (AO3) position description then you become an AO3 and progress up the AO3 increments.

We will continue to keep you updated on progress as it occurs.

Clause Six Temporary to Permanent Conversion

Qhealth have now the head of power and is now working on an implementation schedule and believe that members should have appointment letters by the end of April 2012. We expect more than 100 members will be converted to permanency in this process. This is in addition to the 126 people we converted to permanency last year.

Clause Nine - Higher Duties Direct Appointment

Qhealth have now the head of power and is now working on an implementation schedule and believe that members should have appointment letters by the end of April 2012. We expect more than 150 members will be converted to a permanent higher duty personal classification during this process.

Your union representatives have always said that we were going to be working towards a career structure for payroll members and I believe that is what we have been able to achieve. The journey has been difficult and it isn't over yet but we have persisted and will continue to do so for our members.  Delegates are congratulated on their dedication and professional representation of members throughout this process and we hope to finalise this very soon.
