Payroll Update on Qhealth Payroll Staff Proposal (Proposal)

The following is an update on the implementation of the Qhealth Payroll Staff Proposal (Proposal).

We thought it would also be timely to remind members who you elected to negotiate the implementation of the agreement, so you know who to send your questions to.

Clause 3 Progression from AO3 to AO4 : Senior Payroll Specialist
Ballot of the document created by the Payroll Working Group to be used in the negotiations with Qhealth was resoundingly approved with a majority of 77% members agreeing with the document being used as the base for the negotiations for the progression.

We will be requesting meetings with Qhealth to begin these negotiations as soon as possible.

It is important for members to understand that this document is our starting point for the negotiations. As per the 'Proposal' your elected Working Group and Qhealth will have 3 days to reach agreement. If we cannot reach agreement in this time then the matter will be referred to Commissioner Brown of the Queensland Industrial Relations Commission for conciliation.

Clause 4 Filling of vacant AO3 positions through Specified Advertising
This project is subject to Clause 3 being completed.

Clause 5 AO2 Progression to AO3
We are waiting on a proposal from Qhealth into how this will be progressed.

Clause 6 Direct Appointment of Temporary Staff
Qhealth has supplied us with a set of assumptions around this process. These assumptions can be found at here. Qhealth is currently compiling a list of members who this clause will apply to. This will then be supplied to the union. The effective date for this clause is 1 July 2011.

Clause 7 Extension of Temporary Appointment
Union wrote to Qhealth on 9 December 2011 requesting the extension. Temporary Contracts have now been extended to 8 July 2012

Clause 8 $5,000 Payment
First payment of $2500 was paid in December 2011. Second payment due July 2012.


Clause 9 Higher Duties Direct Appointment
Qhealth has supplied us with a set of assumptions around this process. These assumptions can be found here. Qhealth is currently compiling a list of members who this clause will apply to. The effective date for the purposes of this clause is 14 October 2011.

The union wrote to Qhealth on the 9 December 2011 and requested:

1. The outstanding payroll position descriptions (Team Leader and above) be sent for evaluation.
Qhealth have advised that as soon as the details of the progression from AO3 to AO4 Senior Payroll Specialist has been finalised (including who they report to) they will forward the position descriptions for evaluation.

2. The Statewide Review recommence.
Qhealth have advised that this is occurring.  It is important for members to know that the union has not agreed to any changes in the Statewide Services and will not do so until the outcome of the review is presented to the union for approval.
