Medical Officers agreement: getting started

Welcome to the blog on negotiations for a replacement agreement for the Medical Officers (Qld Health) Certified Agreement No 2 of 2009 (MOCA2) which expires on 31 May 2012.  We'll be posting here regularly as negotiations progress.

Wednesday 25 January saw the commencement of negotiations for MOCA 3. The parties (Queensland Health, Together and ASMOFQ) will meet weekly on Wednesday until the government goes into caretaker mode on 19 February in the lead up to the state election on 24 March.

As all parties have expressed a desire for continuity of discussions, instructions are being sought on the nature of work that can be undertaken by the negotiation teams during the caretaker period.

The first two sessions of interest-based bargaining (IBB) were necessarily dominated by process issues such as agreeing on a bargaining plan with discussion of industrial content due to commence on 8 February. IBB is a problem-solving process where the parties identify common interests and develop and discuss options for resolution of issues. In the IBB context, a log of claims will be treated as proposed options for resolution of issues.

The parties agreed to concurrently exchange logs of claims on Monday 30 January however Queensland Health could not meet that deadline. The logs of (including Together’s log endorsed by delegates) will remain confidential until all are ready for release.

The agenda for negotiations on 8 February will be centred on clarification, interpretation and simplification of existing award conditions.
